The Colorado General Assembly in 2004 passed legislation to establish a Colorado Venture Capital Authority ("VCA"). The VCA will sell premium tax credits to insurance companies, and make the proceeds available to one or more venture capital fund manager(s) to be selected by the VCA. The selected fund managers, in turn, will make investments in eligible Colorado small businesses. The Colorado Office of Economic Development & International Trade is responsible for administering these tax credits.
